Message the 600 and 700 are almost the same size wheels, the 700 has a higher and more efficient trim, with slightly bigger exhaust wheel. This allows more leverage to drive the compressor that also has a slightly higher trim.
This is why when both turbos have enough air feeding them they respond similar and the 700 keeps on going.

The really bad turbo out there is the 2871 as the wheels are crazy miss-matched.
That turbo uses the same exhaust wheel of the 700 and has the compressor wheel the same as the 3071. This creates insane back pressure at higher boost levels and un-wanted heat.
Garrett is the first one to admit is the worst turbo they ever made. Amazing how it became popular in some circles. I call it the engine killer.
